As a general rule it is possible to upgrade an item of equipment up to the level of its top-level counterpart. This means that you can only upgrade helms, body armors, shields and gloves to the same level as their most elite counterparts. Weapons, on the other hand can be upgraded to the level of a sword. This does not increase the weapon's power of damage, but can reduce the value of its trade.
